New and near-new construction is the norm here

34% of the Eastview homes in our records were built after 2010, and the median build year is 2007. That flips what an inspection is for. On a house this new you are not looking for worn-out systems — you are looking for things the builder did once, quickly, and never came back to.

The defects we write up most often on newer Eastview homes are grading that falls toward the foundation instead of away from it, missing kickout flashing where a roof edge meets a wall, gaps and compressed batts in the attic insulation over the garage, bath fans vented into the attic rather than through the roof, and HVAC that was never balanced so the upstairs bedrooms run six degrees warmer than the thermostat. None of those are dramatic. All of them are cheaper for the builder to fix than for you to fix.

The 11-month warranty inspection

Most builder warranties in this market run one year. If you are buying new construction in Eastview, put a reminder at month ten and have the house inspected before the warranty closes. It is the same inspection and the same price, and the difference is who pays for the findings.

Crawlspaces: 43% of the homes here sit on one

Crawlspace is the most common foundation type in Eastview — 43% of the homes in our records — and it is where most of the findings on an Eastview inspection come from. We go in. Standing at the access door with a flashlight tells you nothing about the far corner.

What we are reading down there is moisture history: a torn or missing vapor barrier, standing water or silt lines on the piers, efflorescence on block, rust on the duct straps, and fungal growth on the joists and subfloor. Wood does not have to be wet to be damaged; it has to have been wet.

The two repairs we recommend most are also the two cheapest: get the downspouts discharging six to ten feet from the foundation, and get a continuous vapor barrier over the entire soil surface with the seams lapped. Encapsulation and a dehumidifier are the right answer for some houses, but a lot of crawlspaces in this area are wet for reasons that start at the gutters.

Slab-on-grade homes

20% of the Eastview homes we have inspected are built on a slab, a higher share than most of the towns around here. A slab removes a whole category of problems — there is no crawlspace to get wet and no basement wall to bow — and replaces it with one specific limitation: the supply and drain lines under the concrete cannot be seen.

So on a slab house we inspect the things that tell us about what we cannot see. Water pressure and flow at fixtures run together. Warm spots on the floor. Unexplained high water bills the seller mentions in passing. Hairline cracks in the slab are ordinary shrinkage; cracks with vertical displacement, or doors and window frames out of square on the same side of the house, are not.

The other slab-specific item is the exterior. On a slab the finished floor sits close to grade, so we pay close attention to how the soil, patio, driveway and mulch beds sit relative to the top of the slab and the bottom of the siding. Four inches of clearance disappears fast when landscaping gets added twice.

Smaller homes still get the full scope

The median Eastview home in our records is 1,500 square feet. Smaller houses get inspected to exactly the same standard — the InterNACHI Standards of Practice do not scale with square footage — but the findings tend to concentrate differently. In a compact house the mechanical systems are often in a closet or a crawlspace rather than a dedicated mechanical room, clearances around the furnace and water heater are tighter, and additions and enclosed porches are more common.

Additions are worth a specific mention. A room that started as a carport or a covered porch and got walled in later is one of the most frequent sources of findings we see: roof tie-ins that leak, floors framed too close to grade, heat and returns that were never extended into the new space, and electrical that was run without a permit. We look at where the original house ends.

Water heaters

The water heater is the single appliance most likely to be past its service life in a house that otherwise shows well. Conventional tanks commonly run eight to twelve years. We read the serial number off the data plate to date it, and we report the age whether or not the unit is currently working, because a nine-year-old tank that is heating water fine today is still a nine-year-old tank.

The safety item we write up most often is the temperature and pressure relief valve discharge. That pipe has to run down to within six inches of the floor, or to an approved location, in a material rated for the temperature, with no threads on the end and no valve in the line. We find them capped, we find them terminating four feet off the floor, and we find them plumbed uphill.

The rest of the list: whether there is a drain pan with a drain where a failure would damage finished space, whether a thermal expansion tank is present on a closed system, whether the seismic or unit straps are there in a garage installation, combustion air and venting on gas units, and corrosion at the fittings and the base of the tank.

Decks, porches and railings

Deck failures hurt people, so we look at them harder than their replacement cost would suggest. The failure that puts people in the hospital is almost always the ledger — the board that fastens the deck to the house. A ledger attached with nails rather than through-bolts or structural screws, or attached over siding with no flashing, is a finding we write up in bold on an Eastview inspection.

The rest of the list is straightforward: footings below the frost line and actually under the posts, positive connections from post to beam and beam to joist rather than toenails, joist hangers with the right fasteners in every hole, guard height and baluster spacing that a small child cannot get through, stair rise and run that is consistent, and a graspable handrail on the stairs.

Older decks built with untreated or under-rated lumber, and any deck where the framing is in contact with soil, get probed. Rot at the post base and at the ledger is what we are looking for.

Radon testing in Eastview

Zone 2 is the tier where people most often talk themselves out of testing, and it is the tier where we most often find that they should not have. The map predicts a county average.
